A case in point was the sudden and drastic loads that resulted in far greater stresses than the design criteria for the primary tanks in New York City after the 911 disaster. Much of the water used to douse the flames and to cool down the site went into the storm water system carrying ash and grit creating untold loads in the primary tanks.
